We are looking to add an experienced and highly motivated individual to join our Team in Mill Hall, Pennsylvania as a project engineer. The Mill Hall Site is a Process Safety Management (PSM) Covered Specialty Chemical Manufacturing Facility. This position will report to the Maintenance Manager and will support site objectives associated with Safety, Service, Quality, Growth and Profitability by providing technical project engineering leadership for the business.
Provide project management/construction management leadership by planning, coordinating and controlling all elements of engineering and construction projects. The Engineer supervises all development and implementation of a project. This individual also leads all aspects of facility upgrades and is actively involved in any other project-related work on site as the Project Manager.
Reviews project plans and proposals, then works with management to develop project objectives. Identifies project responsibilities by determining the phases and elements of the project. Calculates time frames and sequences the project stages. Prepares and distributes a project description and timeline. The Project Engineer will also report key updates to the corporate stakeholders.
Studies product design, customer requirements, performance standards, then determines project specifications. Presents cost estimates and performance standards. Leads collaborative commissioning efforts by organizing the commissioning work with the process engineering, maintenance, safety and production teams as applicable to ensure safe and satisfactory equipment performance.
Through project coordination meetings and other forms of communication, oversees and coordinates the technical aspects of the project.
Prepares status reports and regularly monitors budgets, contractors and schedules. Allocates project resources appropriately; approves expenditures and employee contractor contracts, partnering with Procurement as needed. Keeps an accurate record and electronic database of all elements of the projects.
Adheres to all rules and regulations involved in the project; maintains a safe, clean and productive environment through enforcing procedures. Maintains project integrity and reputation through compliance with state and federal regulations.
Responsible for development of all Process Safety Information including but not limited to required engineering calculations, equipment specifications, and Process & Instrumentation Diagrams (P&IDs).
Participate in Process Hazard Analysis, Management of Change, Pre StartUp Safety reviews, PSM Audits, and Incident Investigations.
Assure compliance with Mechanical Integrity Programs pertaining to the purchase and or modification of equipment.
Bachelors of Science in Engineering with a minimum of 5 years engineering experience. Chemical/Mechanical Engineering Degree Required.
Process Safety Management Covered experience preferred.
Experience with construction management/contractor management preferred.
Must demonstrate knowledge in engineering principles, practices and methods, environmental regulations, engineering project management methods, workplace safety, budgeting, employee supervision and personnel management.
Must be flexible and able to work well in a fast-paced environment. Should be competent in handling simultaneously occurring tasks and smaller projects.
Must have excellent written and oral communication skills and the ability to communicate with all levels of staff effectively.
Must have experience in the scope development and execution of capital projects.
Must possess applicable Technical Knowledge, Excellent Problem Solving and Project Management skills.
